Управление человеческими ресурсами является неотъемлемой частью современной системы управления. Технологии, растущая конкуренция и социально-экономические факторы требуют новых подходов к управлению человеческими ресурсами в государственных учреждениях. Для повышения эффективности деятельности госучреждений необходимо совершенствовать администрирование, используя соответствующие методы, функции и приемы, именно поэтому роль эффективных методов управления кадрами становится решающим фактором конкурентоспособности любой организации. 

Human resource management is an integral part of the modern management system. Technologies, growing competition and socio-economic factors require new approaches to human resource management in government agencies. To improve the efficiency of government agencies, it is necessary to improve human resource management using appropriate methods, functions and techniques. Therefore, the role of effective human resource management methods becomes a decisive factor in the competitiveness of any organization.
