Abstract

The article reveals the most important events in the confrontation between China and the United States, which will have a significant impact on the economic condition of many countries in the next few years and the development of which will not only have a significant impact on investment activity in the next few years, but also on the well-being of the population. The possible consequences of important economic and political decisions of the leading countries of the world economy for the participants of the world financial market are revealed. Scenarios for the development of events around about. Taiwan in the field of deployment of military confrontation between China and the United States and their influence on investment decisions in the short and long term. The main predictive risks of investing in securities of the largest electronics manufacturing companies are identified. Indicators of the economic development of the electronic equipment market in China have been determined to monitor and evaluate their impact on the level of economic security of the countries participating in the global financial market.

Abstract

The article provides a brief overview of the main types of municipalities, summarizes the methods of assessing the state of economic security of municipalities, identifies their advantages and disadvantages. In the course of the study, the key approaches to determining the characteristics of the economic security of a municipality were generalized, the economic security of rural municipalities of the Yashkul district was assessed. The general deterioration of the economic activity of rural municipalities of the district in combination with the deterioration of socio-demographic indicators in the main spheres of life support has been established. Which requires structural and institutional solutions.

Abstract

The authors analyzed the investment security of Russian regions, presented comparative analysis data, grouped regions by investment attractiveness, identified threats and risks. The relevance of scientific research lies in the formation of modern scientific approaches to ensuring investment security, overcoming threats and risks, and socio-economic development of regions.

In the course of the research, an economic-territorial approach and methods of economic analysis were used. The conducted research allowed the authors to conclude about the development of destructive factors to ensure investment security, significant differentiation of regions by the level of investment per capita, to determine the level of challenges and threats, to develop proposals to increase the investment attractiveness of the regions.

Abstract

This article is devoted to the study of the impact of the crisis caused by the new coronavirus infection on the main indicators of the construction industry. Due to the fact that the construction industry has an important socio-economic importance in the national economy, coverage of the main problems faced by the industry during the coronavirus pandemic seems to be the most relevant. The scale of the impact of the COVID-19 pandemic on the country’s economy cannot be overestimated, as well as its consequences for some of the most affected industries. The epidemiological situation in a short time affected the construction sector in the Russian Federation, exacerbating all the existing problems of the industry that have accumulated in recent years. The authors present the key trends in the industry caused by the pandemic and the subsequent restrictive measures by the Government of the Russian Federation. The article reveals issues related to the growth of the cost of metal products, construction materials and works. The main factors of price growth, containment measures and economic consequences for companies are presented. The impact of the crisis on the production activity of construction organizations is considered, the main factors limiting production activity are identified. The outflow of labor migrants has led to an increase in the payroll of companies and a shortage of labor. Identified reasons: rising prices for building materials, construction and installation works, transportation. In particular, this has hampered the activities of companies implementing projects with the participation of budgetary funds, since, as a result of rising prices, losses arise that are not covered by the fixed price of the contract. In addition, there is an excess of the growth rate of the cost of materials over the growth rate of real estate prices. The benefit for the population from subsidized mortgages in the face of rising real estate prices decreased, which affected demand in the housing construction segment. In the short term, the situation in the industry will largely depend on the speed of recovery processes in the economy, the stabilization of prices for basic building materials, the legalization and transparency of attracting foreign labor, as well as the decisions of the Government of the Russian Federation regarding measures to support the construction industry and its ability to provide the necessary construction volumes.

Abstract

The stable functioning of the labor market is the key to the successful development of the economic system of the state. Over the past 5 years, the Russian labor market has faced the coronavirus pandemic and restrictions introduced to counter it. The impact of the pandemic was manifested in a change in the length of the working day, the form of employment, an increase in the unemployment rate, and workers were forced to adapt to new conditions by mastering additional skills in information systems.

The article shows that for the period 2017-2021. 28% of employees were fired or had their working hours reduced; the share of the labor force in the Russian economy decreased by 4.56%, and their average age increased to 36.9 years; the share of the unemployed with no work experience increased in absolute terms by 4.4% and reached 26.1%; the number of unemployed in 2020 amounted to 4316 thousand people, although a year earlier this figure was at the level of 3461.2 thousand people. Another kind of problem is the lack of career guidance for young people: as of 2021, 26.4% of young people after graduation from the university work in a field that is not related to their profession.

Changes in the geopolitical situation in the world, the introduction of unilateral sanctions by a number of states, the withdrawal of foreign companies from the Russian market led to an outflow of personnel: for the first half of 2022.

The article shows this problem on the example of the outflow of IT-specialists, which amounted to more than 40 thousand people, with the existing shortage of IT-technologies in 170 thousand employees.

To stabilize the current situation, the state is taking a number of necessary measures aimed at supporting the affected industries, areas, and personnel in the Russian economy.

Abstract

Under the conditions of the global market, the agro-industrial complex (AIC) system is undergoing constant modernization to respond effectively to the challenges of the market. Digital transformation, digitalization of all types of activities and the associated proliferation of resources – information, telecommunications, digital – are now widespread in all regions of the Russian Federation. That is, digitalization resources are now becoming the most significant factor in the development of society, they affect all kinds of activities, and their competent use leads to an increase in the efficiency of any industry. The project of digitalization of agriculture has a pronounced character of modernization. It can be assumed that this project of the Ministry of Agriculture is based on an optimistic scenario (unconditional performance of the presented quantitative indicators in the specified time). The emergence of digital technologies in agriculture is based on such progressive solutions as robotization, automation and geo-positioning. Digitalization based on the use of information and communication technologies and related technological changes are considered as objective processes, as a result of technological progress. The purpose of this study is to improve the theory and practice of digital technology development in agriculture and rural areas. The paper studies the current problems of the development of digitalization of the agro-industrial sector in the Republic of Kalmykia, and presents an analysis of the current state of the region’s agro-industrial complex in the digital economy. Priority areas of the digitalization of agriculture are described. Measures to improve the efficiency of digital transformation in the Republic of Kalmykia are proposed.

The article is devoted to modern methods of personnel management in cultural institutions. The characteristics of administrative, economic, and psychological methods are given. The tools of influence in the implementation of administrative methods of personnel management are presented. The advantages and disadvantages of administrative methods are noted. It is established that material impact can be considered as in relation to moral incentives (social form), material incentives, material sanctions (collective and individual form). The volume of federal budget expenditures on culture and cinematography is analyzed. Socio–psychological methods in personnel management are considered.

The importance of the role of human resource development in improving the efficiency of competitiveness and efficiency of the organization in the market is constantly growing and leads to the fact that more and more leading companies are adopting a wide range of methods for developing human resources.

The purpose of the article is to propose a concept of its improvement based on the study of the features of the implementation of the functions of personnel policy.

The research objectives related, among other things, to the analysis of factors affecting the personnel policy management system, to the study of corporate data, and to the assessment of possible prospects for the personnel management system.
