Abstract

The article deals with one of the most urgent problems – ensuring the country’s food security. The purpose of the study is to analyze and assess the current state of food security in Russia, to identify threats to its violation and conditions for ensuring it. The role of the agricultural region in self-sufficiency in food and in ensuring the food security of the state in the present and future is shown. An analysis of the requirements and basic conditions for ensuring the country’s food security was carried out. The current state of agricultural production in Russia is studied on the basis of an analysis of the opportunities and threats to ensure food security and the development of agricultural exports. The study identified differences between the new and previous version of the Russian Food Security Doctrine, analyzed the strengths and weaknesses, as well as Russia’s opportunities to improve food security in the context of the development of agricultural and food exports. New approaches based on a comprehensive analysis, identification of internal reserves and threats that meet modern conditions have been identified. The contribution of the Republic of Kalmykia, as an agrarian region, to ensuring the food security of Russia is considered. Based on the results of studying the experience of solving the problems of ensuring food security in other regions of Russia, the main directions for improving the food security of the region have been developed.

Abstract

In the conditions of changing conditions of social development, a revision of the factors underlying the socio-economic development of territories is required. In recent years, the management system of regional socio-economic development in Russia has undergone a profound transformation, which is manifested in a change in conceptual ideas and theoretical and methodological approaches to managing the socio-economic development of territories. The insufficient effectiveness of the existing spatial development concepts dictates the need to review the priorities underlying the development of territories – profiling activities that have proved unable to be the “engines” of economic development.

Abstract

Most countries of the world regulate migration processes in order to stabilize the socio-economic situation of the country using migration policy tools. In this regard, given the involvement of many countries in the international labor market, it is necessary to reach a new level of international cooperation. In addition to addressing issues of labor migration, countries need to cooperate on topical issues of refugees and illegal migration. This article is devoted to the study of international cooperation in the field of regulation of migration problems, as well as the formation of practical recommendations on the use of mechanisms in bilateral agreements to increase the level of adaptation of migrants as a result of the effectiveness of migration cooperation.

Abstract

Agriculture is the most important sector of the economy, which is represented in all countries of the world and its development affects two important processes: firstly, providing the population with food and secondly, obtaining raw materials for specific industries. The article highlights the conceptual essence and key characteristics of the definition of “financial sustainability of agriculture”. The systematization of the definitions of the concept and distinctive features of the category “financial stability” has been carried out. It is concluded that this category is applicable to the activities of any economic entity and represents the multidimensional nature of the definition under study. The author’s definition of “financial sustainability of agriculture” is given. The specific features of agriculture, as well as new challenges to the economy, made it possible to give the author’s definition of “financial sustainability of agriculture”. It has been established that the signs of the manifestation of financial stability are measurable, allowing to make a judgment about the degree of financial stability of the industry.

The author believes that the methodological foundations of the coefficient of financial independence of agricultural producers, laid down in Decree № 52 (On financial recovery, 2003), allows using this indicator to make a judgment about the level of creditworthiness and the ability of an agricultural producer to meet its financial obligations.

Abstract

Today, the concept of sustainable development, based on achieving a balance between environmental, economic and social sustainability, is promising, making them major factors in the socio-economic stability of society. One of the main tasks of the state is to regulate and stimulate the development of Russian regions. Key issues related to human economic activity and its impact on the environment have been recognised and emphasised around the world for many years. Over time, it has become clear that without decisive action to reduce the pressure of the economy on ecosystems, the current level of economic growth cannot be sustained. The goal of achieving a high level of economic system sustainability is closely linked to the issues of achieving a better and more sustainable future. They address global problems of humanity, including poverty, inequality, climate change and environmental degradation. These issues are relevant both globally and at national and regional levels. Sustainable development factors include a number of indicators characterising the level of development of a country’s regions. The problem of ensuring sustainable development of the territory is marked among the most urgent ones, requiring certain efforts of the authorities, business and population to achieve it. The relevance of the transition to sustainable development has attracted widespread public attention to this concept: from managers to researchers. A large number of governmental and international organisations have adopted the concept of sustainable development as a fundamental development paradigm.

Abstract

The article is devoted to the peculiarities of marketing activities of agricultural enterprises. The scientific novelty of the study consists in generalizing the features of agricultural marketing, as well as in the fact that the theoretical provisions are supported by an example of the analysis of state support for agricultural producers of the Republic of Kalmykia in the field of marketing activities of agricultural enterprises.

The article discusses the specific features of marketing activities in agriculture. Among the objectively existing features of agricultural business, the authors have identified the directions of their influence on both the actions of state structures to support, protect and regulate the agricultural market and the work of agricultural enterprises, and on the formation of the specifics of certain aspects of the marketing activities of the enterprises themselves.

The article considers the state support for the promotion of own-made products in the republic to the consumer market, also considers the procedure for state support aimed at providing subsidies from the republican budget for the financial provision of part of the costs for the development of meat farming. In order to influence the marketing activities of agricultural producers in Kalmykia, the procedure for state support of entrepreneurs engaged in trading activities with products of Kalmyk commodity producers is being implemented.

Abstract

The article considers the pricing policy of the state as an important component of economic policy implemented by analyzing the practice of pricing. The dynamics of growth and decline of inflation in Russia in the analyzed period is shown. The deflation processes observed during the analyzed period are described. The article indicates the reasons for the growth of inflation: high demand, the weakening of the ruble, sanctions. The mechanism of calculating the inflation index is shown. The development of the Russian economy in the next 3 years is presented in three scenarios: accelerated; basic; crisis. The most likely scenario is the basic one. However, crisis scenarios cannot be excluded. The article also reflects the issues of: strengthening of the ruble; prices for goods; the impact of sanctions on the domestic market.

Abstract

It is no coincidence that at present more and more attention is paid to HR management, today it is impossible to achieve successful development and stable competitive advantages, remaining within the framework of the previous personnel management system. It is necessary to radically change the attitude towards this area, to develop progressive approaches to personnel management in the region, to organize large-scale training in the skills of their use in practice. And the primary stage of this process is the development of priority areas for improving innovative personnel technologies of the regional personnel policy. The issues of formation and implementation of the regional personnel policy require close attention, since the personnel policy is a kind of intermediate link between the human resource management strategy of the region and the daily operational activities of personnel management. The personnel management process involves the use of various techniques, methods and methods of influencing personnel at all stages of management. Advanced developed technologies are organized in the internal documents of the organization and control the entire process of personnel management. Thus, both their rhythmic use and continuity in management are ensured. The second characteristic is a clear connection with the goals and objectives of a particular organization. One of the most important tasks of personnel work carried out in the Russian Federation is to increase the efficiency of each employee, and, consequently, the entire system of public administration. Its solution requires not so much the search for point solutions as the development of special technologies that allow replicating the techniques and methods of personnel work, applying them at different levels and in different institutions of the regional economic system.
